The borders of AOC Chateauneuf du Pape were defined in the 1920s and decided by the court in 1933. Since then there have been no changes of importance. Small areas within the borders of the appellation are not planted with vines. There may be woods or garrigues (moor), but you can't plant vines without permission from the authorities and this will be a difficult process.
An extension of the planted area with less suitable parcels inside the appellation doesn't take place.
Many of the estates have only a few hectares and if a producer want to extend his activities he has to look for areas in other appellations. In this way he can make better use of the modernized cellars and new equipment you see at many producers these days and justify investments wanted by the new generations taking charge at many domains. 
In the commune of Chateauneuf du Pape you can't find many possibilities for expansion but in the neighbouring villages there are very good areas of Cotes du Rhone or Cotes du Rhone Village and not far away of Lirac and Vacqueyras.
Many producers of Chateauneuf du Pape are situated in Orange, Courthezon or communes outsite AOC Chateauneuf du Pape and the main production here will of course be from these appellations.
When the clever producers of Chateauneuf du Pape makes wine from areas, which just as well could have been part of the AOC Chateauneuf du Pape it can't surprice you that they make good wines from these fields.
